Strategic Implementation Plan
Coast to Coast 2026-2029
Establishing geographical WhatsApp networks across Northern communities to create ongoing dialogue channels with diverse groups including Trade Unions, Shop keepers, Carers, and community members. Acting as the post box for authentic voices, not the solution provider.
Three-year phased approach:
Year 1 (2025-26): Build WhatsApp networks with people in low income households and those on the fringes. Establish trusted relationships and listening infrastructure across all 8 Northern geographic areas.
Year 2 (2026-27): Expand networks into workforces. Train listeners to research colleagues' views in workplace settings, creating sector-specific WhatsApp groups that capture employment-related insights.
Year 3 (2027-28): Extend networks to funders and other power holders. Create dialogue bridges between grassroots WhatsApp groups and decision-makers, enabling direct exchange of perspectives.

Alternative Leadership Model
Working collaboratively with people, council/authority staff, and senior decision makers to create binding decision-making structures where communities hold real power.
- Address their pain points directly - Focus on councils' existing struggles with low public trust, failed consultations, and implementation difficulties
- Start with non-contentious pilots - Begin with low-risk areas like parks or community facilities where power-sharing feels less threatening
- Frame as evidence-based policy - Position alternative leadership models as practical solutions for better outcomes
- Use existing legal frameworks - Build on Localism Act duties and statutory consultation requirements
- Partner with progressive councillors - Identify internal champions who can advocate for pilots
- Address professional liability fears - Ensure proper training and position residents as partners who enhance expertise
- Build momentum through proven success - Demonstrate effectiveness through time-limited pilots with clear evaluation
- Create political necessity - Make collaborative approaches the safer political option
